Research on Deepening the Reform of Mineral Resources Supervision in the New Era

摘要:
矿产督察是督促矿业权人合理开发与利用矿产资源、维护矿业秩序、推动矿业绿色发展的重要举措。从矿产督察制度的历史沿革、督察员队伍建设以及实施评估等方面详细论述了矿产督察制度的实施效果，概述了存在的主要问题。结合生态文明体制改革、生态国土建设以及矿政管理新举措等三个角度研究阐述了做好矿产督察工作的必要性，提出了健全组织管理机构、完善矿产督察制度、研究制定经费管理办法、有效衔接信息公示工作等完善矿产督察工作的建议。
Abstract:Mineral resources supervision is an important measure in urging the mineral mining rights holder to rationally develop and utilize mineral resources, maintaining the order of mining industry and promoting the green development of mining industry. This paper discussed in detail the implementation effect of the mineral supervision system from the aspects of the historical evolution of the supervision system and the building of inspector team and implementation evaluation. The main problems were summarized. Combined with three aspects of ecosystem civilization system reform, ecological land construction and new measures of mining management, the paper expounded the necessity of doing well the supervision work of mineral resources. Some Suggestions were put forward to perfect the work of mineral supervision, such as improving the organization and management organization, perfecting the system of mineral supervision, researching and formulating the method of funds management, and effectively connecting the work of information publicity.
